The purpose of this initiative was to produce an overview look at the current fire and rescue service delivery system in the Town of Harrisburg, as it compares to best practices within North Carolina and similar trends in the United States. There was specific interest in developing a comparative analysis of the HFD against similar regional communities, as well as applicable national trends and standards. Recommendations were sought as to how to best position the department to manage projected service delivery demands in the next few years, as well as ensure sustainable provision of fire and rescue services for the Town in the most efficient manner possible.
To accomplish this task, the Town engaged North Carolina Fire Rescue Innovative Solutions, LLC
(NCFRIS) to provide an independent, third-party analysis. A team of highly experienced fire
service professionals from throughout North Carolina was subsequently assembled to review
and provide input to the Town staff on methods that could strengthen, improve, and sustain
the Harrisburg fire protection service delivery system. This was accomplished with a focus on continuous improvement.
