Harrisburg Area Land Use Plan -Request for Qualifications

The Town of Harrisburg, North Carolina is seeking qualifications from professional planning services from a multi-disciplinary firm or team of firms to prepare an update to the existing Harrisburg Area Land Use Plan. 


The Town of Harrisburg lies in the southwest corner of Cabarrus County, adjacent to the Mecklenburg County line.  The Town has seen consistent growth over the last fifteen years, and currently has a population of 14,833.  Harrisburg has recently completed an economic development strategic community assessment, which highlighted the Morehead West area as an area in need of further study to ensure the economic viability of the Town.  Having access to both NC HWY 29 and NC HWY 49, this area is strategically located to take advantage of surrounding assets such as I-485, Charlotte Motor Speedway, and UNC Charlotte.

The Town is seeking to update the Harrisburg Area Land Use Plan (2010):  A joint Land Use Plan adopted by both the Town of Harrisburg and Cabarrus County, this document is used by staff and public officials in making land use and development decisions.  This particular plan provides general guidance for land uses in this area, but it does not provide the detailed guidance on future land use and design, both of which are crucial in this strategic area.




The Area Plan Update is scheduled to being in June 2017, with a duration of approximately 12 months.




A firm with extensive public involvement experience is desired.  The firm should have experience managing large public involvement meetings, and should expect to have 2-3 such meetings as part of this process.




A multi-disciplinary team is desirable.  The project leaders should be AICP certified and team members should include RLA and P.E. staffing.  The selected firm will be expected to do the following related to the Harrisburg Area Land Use Plan Update process:

The following criteria will be used to directly select the preferred Consultant.  All criteria should be included in the Qualifications Statement:

  • Direct and related Land Use Plan experience
  • Develop site mapping to understand project context
  • Prepare and participate in public involvement meetings and work session and stakeholder meetings.
  • Evaluate the current Land Use Plan and make recommendations for adjustments based on established development patterns and public feedback




  • Direct experience with public involvement process
  • Familiarity with the Harrisburg Planning Area
  • Qualifications of project leaders




This will be a qualifications-based selection process; as such, no detailed scope of services is needed as part of the submittal.  Five copies of the qualification submittal should be provided.  Applicants should, but are not required, provide sample work.  Submittals should be no more than 25 pages single sided, and should include the following:


  • Qualifications and Experience
  • Organization of Personnel
  • Resumes for Managers and Project Leaders
