Pursuant to North Carolina General Statutes (NCGS) 143-128 and 143-129, sealed Bids for the construction of the Morehead West Sewer Phase I will be received by the Town of Harrisburg (Owner), at the Town of Harrisburg Town Hall, 4100 Main Street, Harrisburg, North Carolina 28075 until 2:00 PM local time on May 13, 2021. The party submitting a bid is solely responsible for delivery of the bid at the specified location prior to the deadline for receipt of bids.

The bids shall be opened and read at 2:00 PM local time on May 13, 2021. Due to the ongoing public health crisis, bids will be opened over a virtual meeting platform. An invite for the virtual bid opening meeting will be sent to plan holders 24 to 48 hours prior to the bid opening.

The Project consists of constructing 4,900 LF of 12-inch and 60 LF of 8-inch gravity sewer. Plans and specifications have been modified to incorporate previous addenda and other design changes from the original bid documents.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bidders are hereby notified that they must be properly licensed as required by Chapter 87 of the North Carolina General Statutes.

All bids must be accompanied by a 5% bid bond and shall be subject to the conditions provided in the Instructions to Bidders. Bid security shall be furnished in accordance with the Instructions to Bidders.

Compliance with the Town of Harrisburg’s Guidance for Recruitment and Selection of Minority Businesses will be required on this contract. Bidders shall submit with their bids affidavits of “Good Faith Efforts” in the recruitment of minority businesses.

The Issuing Office for the Bidding Documents is Black & Veatch International Company, 175 Regency Woods Place, Suite 200, Cary, NC 27518 at phone 919-462-7526 and email . Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be obtained from the Issuing Office either via in-person pick-up, mail, and/or e-mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed and/or electronic Bidding Documents is $100 for each complete set. Checks for Bidding Documents shall be payable to “Black & Veatch International Company”. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Plans may also be viewed at Construct Connect (online).

A virtual pre-bid conference will be held at 1:00 PM local time on May 6, 2021. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

The Town reserves the right to reject any or all bids and any portion of any bid they deem necessary for the best interest of the Town, to accept any item or group of items unless qualified by the bidder, to acquire additional quantities at prices quoted on the bid form.
