Harrisburg Area Land Use Plan

Harrisburg's Land Use Plan (commonly referred as HALUP) has been developed in partnership with Cabarrus County and surrounding municipalities to define a direction for future growth and development in and around Harrisburg. It is a policy document that conveys a future vision and the steps to achieve that vision, the current plan was adopted on June 11, 2018 by the Harrisburg Town Council. The Plan is intended to clearly reflect the community’s expectations and desires and to guide decisions of: 

  • Appointed and elected officials
  • Harrisburg Town & Cabarrus County staff
  • Developers and Property owners
  • Others involved in local development-related activities
