Surplus Property

Departments of the Town of Harrisburg dispose of surplus property through the Finance Department, as described in NC.G.S. 160A, Article 12. Surplus property is first offered to other Town departments before being sold by auction, electronic auction or delivery to the State surplus facility. Property, either individually or a similar group of items, with an estimated current value greater than $30,000 must be declared surplus by the Town Council. 

The Town Council has designated authority to the Town Manager to declare property as surplus with an estimated current value less than $30,000. The Town Manager disposes of surplus personal property by any means which is judged to be reasonably calculated to yield the highest attainable sales price. The Town's primary method of disposal is through internet auctions.

Internet Auction Sites

The Town uses the internet auction site, GovDeals. This service provides the Town the opportunity to dispose of surplus property on an ongoing basis. Items are posted on the sites, as they become available. All items are sold "as is, where is" and the Town reserves the right to reject any and all bids. 

Payment is made to the individual auction sites. A full disclosure of the terms of each sale is posted with each item being sold.
