Water & Sewer

The Water & Sewer Department's responsibility is to maintain and improve the long-term quality and reliability of water and sewer services in the Town of Harrisburg.

Today, the primary goals are cost control, efficient delivery of service and environmental protection. Accordingly, it is necessary for the Town to maintain and improve the water distribution and sewer systems, to establish and administer a sound billing and collection system that is fair and efficient, and to maintain a strong financial structure.

Water Service Charge

This charge recovers costs related to certain direct and indirect expenses, system operation and maintenance and capital costs associated with supplying water to the customer’s property. Applicable to all metered water accounts, independent of the quantity of water consumed, the monthly charge is based on meter size as follows:

Water Commodity Charge

This charge recovers the direct and indirect costs of water production, treatment, and distribution.  This charge is applicable to all water accounts based on meter readings of water consumed.  Metered monthly consumption will be billed in thousand gallon increments:

Irrigation Service Charge

In accordance with State law, all new in-ground irrigation systems installed on or after July 1, 2009 and supplied by a public drinking water system are required to have a separate meter to measure the volume of water used through the irrigation system.  This charge recovers costs related to certain direct and indirect expenses, system operation and maintenance and capital costs associated with supplying water for irrigation purposes to the customer’s property. Applicable to all metered water accounts, independent of the quantity of water consumed, the monthly charge is based on meter size as follows:

PAYMENT OF YOUR BILL

You May Pay You Bill Any One of the Following Ways:

Mail             Please enclose the top portion 
                        (stub of your bill with your check
                        or money order in the enclosed
                        envelope. Please write your
                        account number on your
                        check or money order.
 
2. Draft           You may pick up a bank draft form
                        at Town Hall or download it from
                        our website, www.harrisburgnc.org

3. In Person    
At the Town Hall, located at 4100
                        Main St., Suite 101. Please bring
                        your bill with you.

4. By Phone   
We accept credit card (VISA,
                        MasterCard, Discover) payments
                        in person or by phone.

5. Online        
You may go to our website,
                        www.harrisburgnc.org, and use
                        our convenient online payment
                        service.

6. Drop Box   
You may place your payment in our
                        drop box located on  the front of
                        Town Hall after hours. All payments
                        received after 8:00 am will be
                        posted on the next business day.
               


PAYMENT TERMS
 
All bills are due and payable upon receipt. The Town of Harrisburg is not responsible for failure of the US Postal Service to deliver bills. No second notice will be sent. It is the customers's responsibility to pay their bill by the 15th of the month. If you feel your bill is incorrect please contact the Utility Billing Dept. at 704-455-5614 between the hours of 8:00 am and 5:00 pm. Monday through Friday.

An account is considered past due if it is not paid by the 15th of the month. If payment is not received by the 15th, a $10.00 late fee will be added. If the account is not paid in full by the 25th of the month, service will be cut off without further notice and a fee of $25.00 will be charged before service is resumed. If payment is made after 4:00 pm, the reconnect fee is $50.00. The reconnect fee will be charged on the 26th of the month for an account that has not been paid in full, even if water has not been turned off. Reconnection will be made in a reasonable amount of time, not to exceed 24 hours.

RETURN CHECK FEES
A $25.00 NSF fee is charged for each returned check or automatic draft. After a customer has been charged an NSF fee, the Town will no longer accept checks from that customer.

All fees are subject to change by the Harrisburg Town Council.
Sewer Service Charges

This charge recovers costs related to certain direct and indirect expenses, system operation and maintenance, and capital coss associated with supplying sewer collection service to the customer's property.  Applicable to all sewer accounts, regardless of whether or not there is a commodity charge, the monthly service charge is based on the size of the meter upon which sewer usage is calculated as follows:

The monthly sewer service charge shall apply to any meter(s) used to directly or indirectly measure the volume of wastewater discharged from a customer's premises, regardless of whether the water source to the customer is from the Town's drinking water or a non-Town water source including but not limited to harvested rainwater or groundwater.


Sewer Only Account Service Charges

This charge recovers costs related to certain direct and indirect expenses, system operation and maintenance, and capital coss associated with supplying sewer collection service to the customer's property.  Applicable to all sewer accounts where water service is not provided, the monthly service charge is based on the estimated size of the meter upon which sewer usage would be calculated:

Sewer Commodity Charges

This charge is calculated to recover the direct and indirect costs of wastewater collection, transmission and treatment.  Metered montly consumption will be billed in thousand gallons.  This charge is applicable to all accounts receiving sewer service based on the water meter reading, sewer meter reading if applicable, or estimated volume of discharge as determined by the Town that will in no case be less than 5,000 gallons.  The sewer commodity charge is applicable to all customers discharging wastewater into the Town sewer system, regardless of whether or not that discharge results from the customer's use of the Town's drinking water or use of a non-Town water source, including but not limited to harvested rainwater or grounwater.
