Public Works
The Public Works Department is responsible for town streets and right-of-way maintenance, storm water repair, solid waste removal, recycling, sidewalk maintenance, curb and gutter repairs, and maintenance of public buildings and grounds among other improvements to the Harrisburg infrastructure.

The Town contracts its garbage collection and recycling services to a private contractor, Republic Services, Inc. - (800) 235-2583.

Trash Collection is on Tuesday. PLease roll your trash out the night before as pick up can occur very early. If a holiday falls during the week, your pick up may be a day late. If you have questions call Harrisburg Town Hall @ (704) 455-5614.

Harrisburg Town Limits Tree Limb and Leaf Collection

SERVICES PROVIDED BY THE TOWN
Yard Waste Collection: The Town will pick up leaves, grass and yard waste each week. Leaves and grass must be loose (not bagged), placed behind the curb (not in the road, but as close as practical, within 4-6 ft.). Please be mindful that the same streets can only be collected once per week, and not necessarily on the same day depending on workload. This is particularly true during the autumn months when there are large amounts of leaves to be gathered. Leaves and grass cannot be mixed with sticks, rocks, dirt, brush, paper, etc. If other items are mixed with leaves and grass, the entire load will not be picked up. The pile of leaves and grass must also be at least 8 feet from any sign, water meter, mailbox, or other stationary object, and away from any low overhead lines. Yard waste consisting of brush shall have limbs not to exceed 6 feet in length, stacked loosely with cut ends toward the street. Yard waste consists of shrubs or tree limbs, flowers, and plants only. If you have less than a truckload, there is no charge. However, if you have enough for a truckload, the following fee schedule applies to those pickups. Invoices will be mailed directly to the resident. Please make arrangements with Town Hall for payment.

ONCE A MONTH PICKUP*

*These neighborhoods will be ridden once a month on the last week of the month due to the small amounts of debris or unless a pile is spotted between weeks.  This schedule will be followed for brush pickup only, not grass and leaf pickup.

All scheduled bulk item pickups (as itemized below) take place on Wednesday of each week, or as soon as possible thereafter depending on current workloads. All scheduled bulk item pickups (excluding leaves, grass, and brush) must be scheduled through Town Hall by calling 704-455-5614 at least one day in advance.
If the homeowner does not comply with the guidelines, the yard debris and/or bulk items will not be collected and a notice will be left at the residence explaining why.  The homeowner may notify Town Hall when corrections are made, or to discuss other arrangements.  If you have any questions, call the Public Works Department at 704-455-5711.

Bulk items that will be collected by scheduled pickup are: 

  • Small amounts of Carpet and Padding.
  • Small amounts of shingle or construction materials.
  • White goods (washers, dryers, refrigerators, dishwashers, etc.)
  • Furniture (beds, sofas, lawn chairs, tables, lighting fixtures, etc.) 
  • Large boxes (cardboard/pasteboard, broken down and stacked).  Metal items (lawn mowers, playground equipment, etc.).  All fluids must be drained.  Large items such as playground equipment must be disassembled.
  • Lawn mower will be drained of all gas & oil.
  • No rubber lawn mower tires.
  • Doors, windows & decking.
  • All bulk items shall be placed 8' from mail boxes & signs, landscape or other stationary objects and overhead lines.
The following bulk items WILL NOT be picked up:
  • Household garbage
  • Tires, batteries, oil, paint, or liquid toxic materials.
  • Dead animals
  • Demolition debris, dirt, rock or brick, sod, pavement or concrete.
The town reserves the right not to handle any material that it deems unsafe for its employees.  If you have any questions, call the Public Works Department at 704-455-5711.
A "no-charge" pickup must be limited to once per week.  If a homeowner has a special need of more than the weekly limit, the homeowner must arrange with Town Hall for a special pickup for a fee which will be determined by the Town.
Waste generated by private landscaping contractors will not be collected unless arranged by the homeowner for a fee.  No debris created by commercial operations will be collected.
The Harrisburg Town Council reserves the right to change or amend these policies at any time.

TRASH COLLECTION

If you are moving into a newly constructed residence, we will call Republic Services, Inc. @ 800-235-2583 to have them deliver a trash container to your new home.
Trash collection will be on Tuesday as early as 6:00 AM.  Please roll your container to the road the night before.  If a holiday falls during the week, your pickup may be a day late.  If you have any questions, call Harrisburg Town Hall @ (704) 455-5614.

Only household garbage will be picked up. Republic Services, Inc.  is using fully automated collection in your area.  Please curb your container properly.  Place your roll out within 5 feet of the road. Do not place the roll out next to your mailbox. Make sure it is clear of trees and overhanging limbs. Curb your roll out container the night before because Republic Services Inc. starts to work at 6:00 am. Make sure the wheels of your roll out are away from the road. (The lid hinge should be placed away from the road.) Place everything in the roll out container . Do not place anything on top of roll out. Do not use your own cans. If you consistently have more than one roll out full, you will need an extra container. This must be done at your cost; the Town is only responsible for paying for one container per household.

RECYCLING

Clearly identifiable No lid Light Weight (Preferably Plastic) No larger than 20 gallons Marked clearly.

Do's and Don'ts

Metal Cans (Aluminum and Steel):  Includes soft drink, beer and food cans. Rinse out cans.

Newspapers, Office Papers, Paper Grocery Bags, and Cardboard: Includes all daily papers, copy papers and form feed computer papers, paper grocery store bags. Only small amounts of flattened corrugated cardboard (2ft. x 3ft.).

Junk Mail, Magazines, Catalogs, and Phone Books: All junk mail and shiny paper inserts and magazines can be recycled.

Plastic Containers (PETE #1 or HDPE #2):  Include soft drink bottles, liquor bottles, milk jugs and detergent bottles. IMPORTANT: To make sure container is acceptable, check the bottom. If you see the recycling symbol circling the number 1 or 2, it is recyclable. Rinse out, flatten, and remove caps; place in recycling bin.

Glass Bottles and Jars:  Clear, green and brown glass is acceptable. Remove caps and lids and rinse out.

Don'ts

No Plastic Grocery Bags, Egg Cartons, or Styrofoam:  Only plastics Labeled 1 or 2 are acceptable. No Plastic Grocery Bags regardless of the number.

No Coat Hangers, Lids, or Other Scrap Metal: (Other scrap metal includes hub caps, pots and pans.)

No Books:  No hard back books or text books.

No Ceramics, Mirrors, Window Frames, Plate Glass or Light Bulbs:  Only glass bottles and jars are recyclable.

No Glassware:  Only glass bottles and jars are recyclable.

No Large Boxes:  If you have a large amount of boxes that will not fit in your roll out or boxes from moving, call 1-800-235-2583 for a special pickup. We have to throw away some cardboard due to the limited capacity of our recycle trucks.

Not Sure if it is recyclable ??? When in Doubt, throw it out !!!
A small amount of non recyclable materials can ruin thousands of pounds of recyclable goods.

Other Items Not For The Landfill

Yard Debris: Yard Debris is accepted at the Mecklenburg County compost facilities or may be collected by the town you live in or us on a special yard waste route. If you have questions about yard waste call Compost Central for details at 588-9070. Compost Central can also send you information on how to recycle your own yard waste and start a compost.

Waste Oil:  Most service stations have waste oil tanks and will usually accept waste oil at no charge. Waste oil is used in making asphalt and can also be purified for re-use.

Paint:  Remove lids to allow paint to harden. When paint has hardened, it may be placed in a roll out container.

Batteries:  When your new battery is purchased the seller will take the old one. Most auto parts houses will take an old battery even when you do not buy a new battery.

Tires:  When new tires are purchased, the seller will take old tires. Most tire dealers will take tires if you did not purchase any for free or a small fee.

The Town of Harrisburg's Fats, Oils, & Gease Ordinance went into effect June 2009.
