The following is a discussion of the issues of the disparity between the sewer rates charged by the Town of Harrisburg to its residents who are connected to the Harrisburg municipal sewer system and the sewer rates charged by Carolina Water Service, to the residents of Huntwick subdivision and the liability of the Town of Harrisburg to the residents of Huntwick for this disparity.
