Deputy Tax Collector The Town of Harrisburg currently has a fulltime vacancy for the position of Deputy Tax Collector. The town tax division is a friendly fast-paced environment with competing priorities. Candidate will be required to demonstrate proficiency in Microsoft Word and Excel, math skills, analytical abilities, typing skills and accurate cashier skills. Applicants should have an above-average accounting background including accounts payable and an undergraduate degree in Business, Accounting, or comparable field. NC Municipal taxation and collections experience is required as well as proven customer service skills. NCTCA certified highly preferred. EOE Job Title : Deputy Tax Collector Department: Finance FLSA : Exempt Revised : February 2010 GENERAL DESCRIPTION Highly responsible managerial and administrative work in the Tax collection division for the purpose of securing and accounting for tax revenue. Will collect and process assessments and work closely with the County Tax Administration Department in accordance with the North Carolina General Statutes. Plans and directs all tax associated work including maintaining scrolls, regulatory reports, property records, maps, and other files; collecting and accounting for taxes; handling appeals; and public contact on tax assessment and collection actions. Work involves developing policies and procedures for divisional operations, maintaining the budget, and working with sensitive and controversial issues related to tax assessment, collection, and foreclosures. The employee in this position will be directed by the Finance Officer. ESSENTIAL JOB FUNCTIONS Plans, directs, and coordinates the receiving and accounting for all prepaid, current, and delinquent taxes and fees; coordinates the collection of unpaid taxes; serves garnishments and tax levies; oversees the preparation of bankruptcy filings; and processes foreclosures as necessary. Plans, directs, and coordinates the operations of the Tax Collections Division including collaborating with the County on evaluation and revaluation of real and personal property, the listing and preparation of tax bills, and the maintenance of real property records; oversees and directs the periodic in-house district-wide audits. Communicates frequently with the Town Manager and prepares monthly collection reports for the Town Council. Completes research on tax problems and questions; reports on tax collections and revaluation procedures; County tax decisions; prepares statistical and narrative reports for the Town Manager, Town Council, Board of County Commissioners, North Carolina Department of Revenue, and other agencies as required. Plans and monitors the operating budget; controls approved budgetary expenditures. OTHER JOB FUNCTIONS Maintains knowledge and understanding of the North Carolina Machinery Act and North Carolina Attorney General’s rulings on ad valorem taxation matters; confers with the Town Attorney on cases, trends, and developments involving taxation matters. Performs related duties as required by management. KNOWLEDGE, SKILLS, AND ABILITIES Extensive knowledge of State laws, including the North Carolina Machinery Act, governing the administration of taxes on real and personal property and the collection of taxes. Thorough knowledge of modern office practices. Considerable knowledge of the standard accepted practices and principles of accounting as it relates to departmental functions. Considerable knowledge of the organization and functions of government. Ability to interpret and explain laws, policies, and procedures relating to listing and collection of taxes. Ability to establish and maintain effective working relationships with State and County officials, other departments, employees, and the general public. Ability to plan, organize, evaluate, and manage the activities of the tax division. Ability to communicate effectively, both orally and in writing. MINIMUM EXPERIENCE AND TRAINING Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Real Estate, Economics or related field and five years of experience in real and personal property assessments, property listings, collection of taxes and revenue, or related field including at least two years of supervisory experience; or an equivalent combination of education and experience. Prefer the successful completion of training and State certification by the North Carolina Department of Revenue as prescribed in the North Carolina Machinery Act NCGS §105 and certification by the North Carolina Tax Collectors Association at the deputy or collector level.
