Town of Harrisburg New Resident Booklet
The Town of Harrisburg provides its residents with a wide range of services. Included in these services are water and sewer service, yard waste removal and bulk item pick up service.
The Water & Sewer Department's responsibility is to maintain and improve the long-term quality and reliability of water and sewer services in the Town of Harrisburg. The primary goals are cost control, efficient delivery of service and environmental protection. Accordingly, it is necessary for the Town to maintain and improve the water distribution and sewer systems, to establish and administer sound billing and collection practices that are fair and within North Carolina's General Statues.
Harrisburg Town Limits Tree Limb, Leaf, and Grass Collection
Yard Waste Collection: The Town will pick up leaves, grass and yard waste each week. Leaves and grass must be loose (not bagged), placed behind the curb (not in the road, but as close as practical, within 4-6 ft.). Please be mindful that the same streets can only be collected once per week, and not necessarily on the same day depending on workload. This is particularly true during the autumn months when there are large amounts of leaves to be gathered. Leaves and grass cannot be mixed with sticks, rocks, dirt, brush, paper, etc. If other items are mixed with leaves and grass, the entire load will not be picked up. The pile of leaves and grass must also be at least 8 feet from any sign, water meter, mailbox, or other stationary object, and away from any low overhead lines. Yard waste consisting of brush shall have limbs not to exceed 6 feet in length, stacked loosely with cut ends toward the street. Yard waste consists of shrubs or tree limbs, flowers, and plants only. If you have less than a truckload, there is no charge. However, if you have enough for a truckload, the following fee schedule applies to those pickups. Invoices will be mailed directly to the resident. Please make arrangements with Town Hall for payment.

ONCE A MONTH PICKUP*
Providence Manor, Bridge Pointe , Magnolia Springs, Abbington, Kensington Forest, Litchfield, Frances Haven, Canterfield Estates.
*These neighborhoods will be ridden once a month on the last week of the month due to the small amounts of debris or unless a pile is spotted between weeks. This schedule will be followed for brush pickup only, not grass and leaf pickup.

All scheduled bulk item pickups (as itemized below) take place on WEDNESDAY of each week, or as soon as possible thereafter depending on current workloads. All scheduled bulk item pickups (excluding leaves, grass, and brush) must be scheduled through Town Hall by calling 704-455-5614 at least one day in advance.
If the homeowner does not comply with the guidelines, the yard debris and/or bulk items will not be collected and a notice will be left at the residence explaining why. The homeowner may notify Town Hall when corrections are made, or to discuss other arrangements. If you have any questions, call the Public Works Department at 704-455-5711.
Bulk items that will be collected by scheduled pickup are:
Small amounts of Carpet and Padding.
Small amounts of shingle or construction materials.
White goods (washers, dryers, refrigerators, dishwashers, etc.)
Furniture (beds, sofas, lawn chairs, tables, lighting fixtures, etc.)
Large boxes (cardboard/pasteboard, broken down and stacked). Metal items (lawn mowers, playground equipment, etc.). All fluids must be drained. Large items such as playground equipment must be disassembled.
Lawn mower will be drained of all gas and oil.
No rubber lawn mower tires.
Doors, windows & decking.
All bulk items shall be placed 8' from mail boxes and signs, landscape or other stationary objects and overhead lines.
The following bulk items WILL NOT be picked up:
Household garbage
Tires, batteries, oil, paint, or liquid toxic materials.
Dead animals
Demolition debris, dirt, rock or brick, sod, pavement or concrete.
The town reserves the right not to handle any material that it deems unsafe for its employees. If you have any questions, call the Public Works Department at 704-455-5711.
A "no-charge" pickup must be limited to once per week. If a homeowner has a special need of more than the weekly limit, the homeowner must arrange with Town Hall for a special pickup for a fee which will be determined by the Town.
Waste generated by private landscaping contractors will not be collected unless arranged by the homeowner for a fee. No debris created by commercial operations will be collected.
The Harrisburg Town Council reserves the right to change or amend these policies at any time.
